The Patient Protection and Affordable Care, popularly known as Obama Care, is a key legislative policy enacted by Congress in 2010 to enable millions of Americans have health coverage through reducing premiums in the market exchanges. As a result, by 2012, over 24 million Americans who previously did not have a medical coverage got covered. This meant that they could get new benefits, more patient rights and protection like those with preexisting conditions and overall affordable access to healthcare. However, in the presidential campaigns and leading to his election, President Trump and the Republicans opposed the ACA (Milstead et al., 2019). In May 2017, the Republican-controlled House of Representative passed the American Health Care Act (AHCA) to repeal and replace the ACA. The proposed AHCA would increase the cost of care and lead to lose of health care coverage for over 24 million Americans. As such, the Senate majority leader could not gather support to have the bill pass due to the negative effects it had and jeopardized the reelection of legislators (Cohn, 2020). Again, the Congressional Budget Office (CBO)’s analysis showed that it would be costly to implement the AHCA.

Based on a cost-benefit analysis, the proposed law could have had more benefits than costs. Again, public opinion was against the repealing and replacing of the ACA. Legislators risked losing reelection if they passed the proposed law. Voters’ views are paramount and legislators’ first priority is reelection (Straw et al., 2020). As such, passed on these aspects, they could not vote to repeal and replace the ACA with the AHCA as it meant that they would lose their reelection while patients or the voters would have to pay more for healthcare.
