The difference and complexity of healthcare issues obligate healthcare professionals to use diverse interventions in their respective settings. Nurse leaders formulate different policies to respond to healthcare issues/stressors that hamper patient outcomes. However, policy development is not straightforward due to competing needs. These needs represent areas of concern (competing priorities) that should be addressed instantaneously amid limited resources (Feldacker et al., 2020). As a result, nurse leaders and other policymakers must develop policy interventions that balance organizational resources and deprive one area of the resources needed for optimal performance while responding to another area. Planning, designing, and formulating these policies should also follow the central tenets of efficiency to avoid resource wastage.

The competing needs of the workforce, resources, and patients may impact interventions designed to respond to a nursing shortage. If not effectively addressed, a nursing shortage could lead to a workforce shortage due to burnout and increased turnover intention (Kelly et al., 2021). Competing needs likely to impact this issue include an adequate workforce, organizational financial resources, and the need for mentally and physically optimal nurses. An adequate workforce is critical for the timely and comprehensive delivery of patient care (Poku et al., 2022). Such care cannot be achieved without adequate support programs for nurses’ health and well-being. However, limited organizational resources may hamper an organization’s ability to invest in and sustain such programs.
The impacts of competing needs are far-reaching since nurse leaders must redesign how patient care is offered amid limited resources. A policy might address these competing needs through an intervention that optimizes nurses’ health and well-being without significantly affecting the limited financial resources. For instance, a zero-tolerance policy for bullying effectively prevents workplace bullying/violence, hence preventing nurse turnover (Cherry & Jacobs, 2021). It helps nurses to work amid stressors without intending to leave, resulting in care continuity and patient satisfaction. The intensity of a nursing shortage determines the policy type and implementation time.
