In this case, nursing shortage is a national health stressor that impacts quality of care and optimal resource utilization by organizations. These situations may affect ethical considerations necessitating appropriate policies and practices.

Competing Needs on Nursing Shortage
Nursing shortage is a critical healthcare stressor caused by different organizational factors. The intent to cover costs and expenditure, get profits, and offer high quality care services may lead to nursing shortage. As such, organizations may not have sufficient levels of nurses to meet patients’ needs due to efforts to reduce costs and maintain operations in an optimal manner. Competing needs like profitability and nurses’ overall welfare and wellbeing may require organizations to develop responsive policies to address nursing shortage (Drennan et al., 2019). Nurses suffer when there is a shortage as they have to overwork and experience burnout as well as fatigue. These lead to high turnover that eventually affects delivery of quality patient care and quality outcomes. Consequently, the healthcare organization faces challenges meeting its operational budgets and targets in the long-term.
Relevant Policy to Influence the Issue
The need to retain nurses and ensure that they attain highest levels of satisfaction is essential in any organization keen on addressing the nursing shortage issue. Consequently, having sufficient nurse levels to meet care demands allows organizations to offer quality care. The core policy in the organization is about retaining nurses so that they do not leave for greener pastures (Janatolmakan et al., 2022). The policy advocates and implements training and professional development through diverse incentives that encourage nurses to take courses and develop requisite skills required in the performance of their duties to improve productivity and delivery of patient care. The policy also focuses on developing leadership and investing in cultural competent care as a means of meeting diversity and different patient needs.
Analysis of the Policy: Critique
The present policy concerning nurses and their interests allows the organization to attain the Quadruple Aim of health framework as it ensures that nurses nurture and acquire leadership skills as well and interact with patients to improve their outcomes and help them understand different components of the care delivery plan or approach (Livanos, 2018). Through training, nurses also realize their potential. The implication is that patients attain benefits and increased quality of care because of motivated nurses. Despite this benefit, the policy needs some review and enhancements, especially the need to address issues associated with workload like burnout and stress (Milliken, 2018). The policy should consider an individualized approach that allows nurses to develop better interventions to address the increased care demand while also remaining well protected and satisfied.
Practice Changes and Addressing Ethical Shortcomings
Effective scheduling that integrates better shift allocation and use of temporary nurses is a practice change that would lead to better patient outcomes because it will reduce overload, overworking and dissatisfaction. These practice changes would be critical in ensuring that nurses have sufficient time to attend to personal matters in their roles and activities away from work. Again, the organization should also have a transition program and support for newly hired nurses to help them familiarize with their roles and avoid being overwhelmed which leads to high turnover rates (Manz et al., 2021). These approaches are ethical and well-positioned to address different issues based on the Quadruple Aim framework.
Conclusion
Operational costs and the need to provide better patient care services are competing needs impact nursing shortage at all levels of healthcare provision. This leads to burnout and nurse turnover. Ethical issues like fatigue and dissatisfaction arise when nurses fail to meet their needs and are overworked to meet patient care demands. However, using better interventions like effective scheduling and temporary nurses can help address these issues and lead to better healthcare delivery.
